CONSENT CALENDAR

1. ORDER #144-23/24 - Economic Development Committee, District Five (Tipton), appointing Steven Riley for a term that expires March 23, 2027. – APPROVED 

2. ORDER #204-23/24 - Board of Appeals, AT LARGE (West), appointing Alan Priest for a term that expires July 22, 2027. (Postponed since July 22, 2024.) – APPROVED

3. ORDER #35-24/25 - Bicycle-Pedestrian Committee, AT-Large (Matthews), appointing Sam Merrill for a term that expires October 1, 2027.  – APROVED 

4. ORDER #61 24/25 - Affordable Housing Committee, Private -Sector Housing Developer (City Council Appointment), Patrick Hess for a term that expires December 30, 2027.  – APPROVED 

5. ORDER #88-24/25 - Historic Preservation Committee, South Portland Historical Society (City Council Appointment), Kathryn DiPhilippo for an unexpired term that expires January 31, 2027. MOVED TO NEW BUSINESS – APPROVED 

6. ORDER #89-24/25 – Authorizing the City Manager to Sign a License Agreement with Portland Pipe Line Corporation for Property Used as an Access to Kaler School. – MOVED TO NEW BUSINESS – ALTERNATE ORDER APPROVED

7. ORDER #90-24/25 - Setting the Dates of the 2025 City Council. – APPROVED. DATES WILL BE ADDED TO THE CALENDAR.

WORKSHOP DISCUSSION

1. Removing the Owner Occupancy Requirement from Accessory Dwelling Unit (ADU) Regulations – NOT MOVING FORWARD

2. Annual Review of Council Rules – MOVING FORWARD with a modification to Rule 34 to allow outside speakers if included on the workshop request form from the respective requestor, and removing the requirement that the City Manager need to get Council approval from 3 councilors to add a workshop (Manager can simply add, as was the case up until a few years ago).

PUBLIC HEARINGS AND ACTION

1. ORDINANCE #7-24/25 - Amending Chapter 27, "Zoning," Regarding Building Coverage and Landscaped Coverage in the CCR District. First Reading Passed on November 19, 2024. – APPROVED; increases the maximum building coverage in the Central and Regional Commercial (CCR) Zoning District from 30% to 40%. The amendment also allows vegetated (or green) roofs to contribute to minimum landscape requirements if the vegetated roof maintains a growing medium depth of six (6) inches and a minimum cumulative area of 500 sq. ft.

1. ORDER #63 24/25 - Historic Preservation Committee, Resident (Cohen), Nicole Reagan for an unexpired term that expires January 1, 2027. – APPROVED 

2. ORDER #91-24/25 - Award of Proposal #08-25 for a LED Message Sign. – WITHDRAWN 

3. ORDER #92-24/25 - Granting Seaweed Co., 185 Running Hill Rd, new ownership to Bayside Botanicals. – APPROVED 

4. ORDER #93-24/25 - Amending the Traffic Schedules for No Parking and Limited Parking. – APPROVED 

5. ORDER #94-24/25 - Approval of City Council's Legislative Priorities for the 2025-26 Session. – APPROVED AMENDED ORDER TO INCLUDE FIREARM REGULATION IN PUBLIC SPACE (MUNICIPAL BUILDINGS, POLLING LOCATION, ETC.)

6. ORDER #95-24/25 - City Council appointments to City and Regional Boards, Committees & Commissions. – APPROVED AMENDED ORDER TO REFLECT APPOINTMENTS

7. ORDER #96-24/25 - Submitting a Letter to the Maine Department of Environmental Protection Related to the Renewal of PPLC's Air Emissions License. – APPROVED ALTERNATIVE ORDER TO ASK FOR EXTENTION DEADLINE AND LEGAL COUNSEL TO REVIEW LETTER.
