The FCC's Declaratory Ruling and Third Report and Order went into effect on January 13, 2019. The order allows telecommunications companies to place 5G antennae on municipally-owned public rights of way with minimal oversight by municipalities. It restricts fees that municipalities can charge to telecommunications companies and expedites the permitting of 5G antenna deployment in downtown areas.
