City of South Portland welcomes new South Portland Fire Chief, Jim Wilson
A message from Jim Gailey, City Manager of City of South Portland
 
It is great pleasure that I announce the appointment of Deputy Fire Chief Jim Wilson as the City's next Fire Chief.  Jim came to the City in 1996 as a firefighter/EMT and has risen up through the ranks since then (Lieutenant in 2006 and Deputy Chief in 2012).  Jim started his firefighting career as a Cape Elizabeth volunteer firefighter, where he rose through the ranks ultimately holding the title Deputy Chief until he left Cape in 2012 to focus on his new duties in South Portland.  In addition to Cape, Jim ran with the Scarborough Fire Department from 2007-2012 as a part-time firefighter.
 
Jim holds a Masters in Emergency Services Management from Columbia Southern University, Orange Beach, AL; a Bachelors of Science in Applied Technical Leadership from the University Southern Maine, Portland, Maine and an Associates in Fire Science from Southern Maine Technical College.  In 2014, Jim graduated from the City's Leadership Academy at SMCC. In addition to the degrees, Jim holds a Firefighter Level 1, is a Certified Chief Officer 2, possesses a 50T Merchant Marine Master’s License from the US Coast Guard and is a certified Forest Firefighter, Open Water Diver and Fire Service Instructor 1.  Jim possesses numerous other firefighting certifications and has been a strong member of many internal and external committees representing the South Portland Fire Department.

New Mill Creek Zoning
A message from Tex Haeuser, Planning Director for the City of South Portland
 
Many people know that last year the City Council adopted a master plan for Mill Creek (roughly E Street to Broadway) which made the goal of a taller, denser, greener, and more pedestrian-friendly Mill Creek an official City policy.  The time now has come to translate this policy into actual zoning law.  The Comprehensive Plan Implementation Committee—the group that developed the Mill  Creek Master Plan and that is shepherding it through the zoning approval process—has already held a  public forum and had a discussion with the Planning Board in a workshop.  What’s next is a Planning Board public hearing on Tuesday, July 26th (7:00 PM in the City Hall Council Chambers).  There will be two items on the agenda:  one for the zoning text and map amendments and one for a set of Benchmarking provisions. Benchmarking would apply to approximately 30 of the Mill Creek properties and is part of making Mill Creek greener in exchange for favorable zoning rules and other benefits.  Benchmarking is a mechanism that enables private sector market forces to increase the energy efficiency of buildings—which are one of the major contributors to greenhouse gas emissions—by providing transparency for standardized energy and water use data.  The proposed amendments and a substantial amount of background information, for both the zoning and benchmarking proposals, may be found at http://www.southportland.org/our-city/board-and-committees/comprehensive-plan-committee/mill-creek-zoning-amendments/
