16.   ORDINANCE #12-14/15 – Amending Chapter 27, “Zoning,” regarding a zone change from Residential District A to Conditional Armory Zone CAZ at 682 Broadway. Passed first reading on 04/06/15. ROLL CALL VOTE.  Passage requires five affirmative votes.

H. Action on Old and New Business

17.   ORDER#127-14/15 – Authorizing the City Manager to offer a reduced payoff amount and to execute a mortgage discharge upon receipt of such payoff amount in full payment and satisfaction of the note and mortgage the City holds on property owned by Marco and Kathleen Gasbarrone located at 32 Cormorant Place, Unit 9 (Map 50, Lot 9-307).  Passage requires majority vote.

18.   ORDER #128-14/15 – Authorizing the City Manager to sign a collective bargaining agreement with IAFF Local #1476 Public Safety Dispatchers for the period of July 1, 2013 to June 30, 2016.   Passage requires majority vote.

19.   PROCLAMATION #6-14/15 – Regarding Memorial Day, and directing that flags be placed on the graves of veterans.  Passage requires majority vote.

20.   PROCLAMATION #7-14/15 - Proclaiming the week of May 18, 2015 as Arbor Week in the City of South Portland. Passage requires majority vote.

21.   ORDER#129-14/15 – Authorizing the purchase of two transit buses from the Gillig Corporation, of Hayward, CA., to be used by South Portland Bus Service. Passage requires majority vote.

A motion may be made to enter executive session pursuant to 1 M.R.S.A. Section 405(6)(E) to discuss pending and potential litigation matters with the Corporation Counsel.

In the event the Council determines that it may not reach all agenda items by 11:00 P.M., it may postpone some items to a subsequent meeting.  Postponement is not required, and the Council may take up agenda items after 11:00 P.M.  Any items postponed to the next meeting will normally be scheduled ahead of subsequently scheduled agenda items.
