Rick Towle, Parks, Recreation, & Waterfront Director

Rick Towle draws from his seventeen years of experience as a Director in the field of parks and recreation to enhance the quality of life for all residents of the City.  He takes great pride in the many diverse offerings our City has for residents to lead an active and healthy lifestyle each day.  Rick encourages team approaches to management, open communication with the public, and innovative solutions to the many challenges government faces. Having served as an appointed member of Governor’s Council on Physical Fitness in Maryland, elected by his peers as the President of the Maryland Parks & Recreation Association, and Chairman of the Maryland Association of Counties Parks & Recreation Affiliate he brings to the City a unique perspective of how to engage the public in the process of improving both programs and facilities that make this a special place to live.
